Pay is dependant on several factors that include:

Relevant experience - doesn't count for much if your experience doesn't relate to the job.

Relevant education - My husband has a Master's degree but for some jobs that is not enough education (of the right kind).

What the market will bear. - You may have 20 years experience flipping burgers at McDonald's but, you aren't likely to be paid much because fast food places don't pay burger flippers 6 figure incomes no matter how long you work there.

Your worth to the company. - If they want to keep you, they'll pay you enough to keep you on.
Don't expect to slack off and get annual raises. That might work for the CEO, but it doesn't work for anyone else.

I'll say neither. It should be based on productivity\contribution.

Agree w/NoShow. You might be hired based on education or experience, but it is what you do after you are hired that will be the driver behind continued employment and raises (also what Anne said).

I believe getting the position and initial pay should be based on education/experience... which will weigh more depends greatly on the field & position and not only the amount but the quality of the education/experience. IOW, if I have 1 year at a leading company/agency, that might be more valuable than 5 years at another place.

But raises/promotion should be based on (assuming minimum req of exp/ed are met for the new position) performance.

I don't think it is possible to say across the board that one or the other is more important (ex/ed); it is very field dependent. In my field, education gets you through the door. Each position has a minimum ed requirement; experience gets you better hours, more money, more options, etc.
