i vote for photoshop elements around $80. if that's too steep look for "gimp" free online yet pretty powerful.
what kinda of camera do you use?

It has a lot of good basic features and is a free program?

I wouldn't say professionally. . . even if you are not going to be doing it for a living, if you are truly serious about editing, I would still recommend CS3.
Having used both professionally, Ulead Photoimpact will do just about anything Photoshop will do at a fraction of the price. It can even use Photoshop plugins.

I know. Adobe's CEO has agreed that they overstepped their bounds and are going to emend the agreement. The note of interest:

Photoshop CS3 is the cream of the crop as far as photo editing software goes, whether you're on a PC or a Mac. Gimp has already been mentioned. It's Open Source software, which means its free, and that's always a good thing. Gimp has a little bit of a learning curve to it, although I've been told that you can do pretty much anything with Gimp that you can do with Photoshop. I like Photoshop myself, but I'm still learning it and consider myself to be a novice at best.
As far as video editing for YouTube. I'm a Mac guy so I have to recommend iMovie, which comes bundled with iLife on the Mac. If you're on Windows and you want to do some simple editing, Windows movie Maker comes preinstalled with Windows. It does a pretty decent job of editing video. I've used it before and it's pretty user friendly.

I personally cannot stand GIMP and I cannot believe it does everything that CS3 does. Definitely love working with Photoshop, so I always recommend that. Photoshop Express is a good alternative for many. Lightroom has caught on very well for picture-working but it isn't really an editor. I dislike paint.net as it is incredibly primitive although the price is good.

I've actually had a great deal of success with the GIMP. Once you get used to some of the tools, you can create soom really cool stuff. The files are too big to attach, but I've got them on deviantArt if you want to take a look:

And that's just some self-taught tricks. I'm sure that tutorials would really expand what you could do with it.

psexpress does very little. GIMP does tons. basic adjustments, plus curves, levels, selection tools, layers etc. GIMP is over $600.00 cheaper than CS3. some can't shell out that kind of dough.

One thing is indisputable, though. The user community for Photoshop related products far exceeds that of all others in terms of size, training, and quantity.

I'd say Photoshop Elements is the Honda. And it is not as "crippled" as earlier asserted. I don't deny that GIMP does many things. I just do not find it does them as well as Photoshop.

Well, naturally. It's free. It may not be as good as Photoshop, but you sure don't lose anything if it doesn't work out or you just plain don't have the ability to do it.

My vote is for Photoshop Elements as well....it's worth the money. I LOVE it!! It can be time consuming though...especially if your just learning it. There are all kinds of tutorials (free) on the web that are very helpful too. My favorite is planetphotoshop.com. I've used other programs, but photoshop has been my favorite by far.

I guess what things I would like to be able to do is like being able to "airbrush" skin tone, crop, photo restoration, size reduction, adjusting a pic if it is too light or too dark. That'a about it. I am totally clueless about Photoshop, but my dream is to oneday own a decent version of it.
