The goal of BOTH points is for more control, perhaps martial law.
I remember as a teenager in 1976 this swine flu going around and those inoculated (including my mother) became ill from it and many people died or were paralyzed. This set a great distrust in me for government and the medical establishments (but not a distrust in a Constitutional government which I believe few practice today). In addition, the "remedy" shots were far greater ill effects than the disease itself.
I would side with the 2nd possibility more and would not surprise me that mass, mandatory inoculations would be enacted. The purpose of those inoculations, as conspiracy theorist agree upon, is that more drugs make us a little more compliant, a little dumber, and a little more complacent.
Already the populace believes they need high cholesterol drugs, high BP drugs, drugs for depression, etc, none which are life-threatening. So most people would "just agree" and do as they are told.

The federal Centers for Disease Control and Prevention have stockpiled enough to treat 2.3 million people. Hoffmann-La Roche, the Swiss pharmaceutical giant that is the world's sole supplier of the drug, has pledged to build a U.S. plant to produce Tamiflu before the year's end, but the drug supplies from that plant would not be ready until late 2006.

This is what “they are not” telling anyone...
The reason why the Asians contracted the bird flu strain in the first place was because of the amounts of a dangerous substance being dumped in the water supplies, which in turn lowered their resistance to the flu.

THERFORE…… because it is not really contiguous.... they now have to get rid of this stockpile
