I'm not sure "favorite" is applicable.. but the Tim Roth character in Rob Roy was truly one of the most seriously evil "bad guys" ever.

I have to say pretty much most of the villains in the Disney films

Ursula - Little Mermaid
Jafar - Alladin
The Prince's stepmother in Enchanted oh and her henchman too.
Hades - Hercules
Gaston - Beauty & the Beast
Scar - Lion King

are a few of the ones I can think of off the top of my head

Completely agree.

Ralph Fiennes in "Schindler's List". Terrifyingly evil -- made all the more terrifying because the character was not fictional.

Samuel L. Jackson as The Glass Man in "Unbreakable".

Jon Lovitz as Emperor Tod Spengo in "Mom and Dad Save the World." He is the only reason to ever watch that movie.
