Ezekiel 25:17 (yes, the "Pulp Fiction verse") - What does it really mean?

I know this verse got super famous because of Pulp Fiction, but the movie version isn’t what the Bible actually says.

When you read the real Ezekiel 25:17, what do you think it’s describing?

Is it a prophecy? A warning?

I’m curious how others interpret it in context.

15 “This is what the Sovereign Lord says: ‘Because the Philistines acted in vengeance and took revenge with malice in their hearts, and with ancient hostility sought to destroy Judah, 16 therefore this is what the Sovereign Lord says: I am about to stretch out my hand against the Philistines, and I will wipe out the Kerethites and destroy those remaining along the coast. 17 I will carry out great vengeance on them and punish them in my wrath. Then they will know that I am the Lord, when I take vengeance on them.’”

The passage clearly says, because the philistines acted with malice etc

It is not a verse of general vengeance from God but is directed at specific people groups.

So, what I’ve noticed is that the Pulp Fiction version (from Jules Winfield) is almost a pastiche of biblical-sounding lines. I read that it actually borrows bits from Proverbs, Psalms, the Shepherd imagery, and then tacks on a version of “I will strike down upon thee with great vengeance… you will know I am the Lord.” But in Scripture, Ezekiel 25:17 is much more restrained (yet powerful). So, yeah, agreed. Context matters.
