Good question there ellen. I think God focusses on families because they are the unit of rule, care, procreation, etc. God reveals that He also has a family. What a wondrous truth and joy to belong.

We have a long ways to go, but a clear blueprint to follow to get there. Our individual salvation is wonderful. BUT – “If any care not for his own, specially they of his own house, he is worse than an infidel and hath denied the faith.”
So true. Family is foundational because God created the family unit and family is so significant in Scripture, especially God adopting us into his family.
